The Fourth Schedule of the 1999 Nigerian Constitution defines the roles of Local Governments, which are critical for grassroots development and improving citizens’ well-being. These roles include:

Tax and Revenue Collection: Local governments raise funds to support their activities.
Infrastructure Development and Maintenance: This encompasses local roads, public transportation, drainage, and sewage systems.

Waste Management and Sanitation: Local governments ensure clean and healthy environments through waste collection and hygiene services.

Public Amenities: This includes maintaining markets, parks, public buildings, recreational facilities, cemeteries, and libraries/cultural institutions.

Regulation and Control: Local governments regulate areas like outdoor advertising, small-scale industries, motor parks, and garages.

Primary Healthcare Provision: Local governments play a role in delivering basic healthcare services to the community.
